Achieving the goals of rehabilitation was an organizational and technological challenge. It demanded an intense involvement with target communities. The MEERP was conceptualized to meet these challenges. An inter-departmental Central Implementation Group (CIG) was constituted at the apex level in the GOM to take all policy decisions quickly.

The PMU

Housing

A Programme Management Unit (PMU) comprising of administrators and engineers was set-up to implement the project within a time-frame of four years. The PMU is headed by a Secretary and Special Commissioner, vested with all executive and financial powers. The management structure, characterized by a significant delegation of powers to the PMU chief is appropriate to expedite decision making and smooth implementation.

An in-depth assessment of the damage and rehabilitation through

  • relocation

  • in situ construction

  • repair & strengthening (R & S)

  • pilot strengthening

Infrastructure

  • repair and strengthening of irrigation structures and minor dams

  • repairs and reconstruction of civic amenities, public buildings and schools

  • water supply schemes to serve all affected villages in Latur and Osmanabad

  • repairs of damaged bore wells to supply water to resettlement villages before construction of the regional schemes; and

  • repair & strengthening of historic monuments.

The Objectives

The primary objective of the plan was to strengthen the capacity of the local government and ensure effective, comprehensive and satisfactory resettlement and rehabilitation of affected people and villages

The major objectives of the MEERP to be accomplished by June 1998 include :-
